We are looking for an experienced Procurement Manager to lead procurement, contracts, supply chain, logistics and vendor management activities supporting operations and projects.

Key Responsibilities

• Lead procurement, contracting, and supply chain activities.
• Manage tendering, bid evaluation, commercial negotiations and contract awards.
• Develop sourcing strategies and identify cost-saving opportunities.
• Manage supplier selection, prequalification and performance.
• Oversee logistics, expediting, materials and inventory activities.
• Ensure compliance with procurement policies and contractual requirements.
• Lead and develop the PSCM team and monitor key performance indicators.
• Work closely with Operations, Engineering, Projects and Finance teams.

Requirements

• Bachelor’s degree in Engineering, Supply Chain, Business, Finance, Economics or related field.
• 8+ years of relevant PSCM experience, including managerial/team leadership experience.
• Strong background in oil & gas, energy, O&M, engineering, or industrial services.
• Strong knowledge of procurement, contracts, tendering, and supplier management.
• Proven commercial negotiation and cost optimization experience.
• Experience with local and international suppliers.
• Strong communication, leadership, and stakeholder management skills.
• Fluent Azerbaijani and English; Russian is an advantage.
• ERP/SAP experience is an advantage.
