Специалист по охране труда и технике безопасности (HSE)

Position Overview

• HSE Specialist supports day-to-day implementation of the company’s Health, Safety & Environment management system on project sites. The role ensures compliance with legal requirements, company policies, and project HSE plans, while promoting a strong safety culture among employees and subcontractors.

Core Responsibilities:

• Conduct daily site inspections to identify hazards, unsafe acts, and non-compliance, and prepare daily and weekly HSE inspection reports for submission to the Project HSE Manager.
• Ensure all employees and subcontractors always comply with PPE requirements and site safety rules.
• Support implementation of HSE requirements for fit-out, civil, MEP, and finishing activities.
• Assist in the development, review, and implementation of Risk Assessments (RA) and related control measures.
• Maintain site HSE documentation, including permits, logs, checklists, induction records, and incident reports.
• Track and follow up on corrective and preventive actions to ensure timely close-out.
• Participate in incident and near-miss investigations and assist with root-cause analysis and reporting.
• Delivering site HSE inductions and toolbox talks to employees and subcontractors.
• Assist in planning and conducting safety campaigns and initiatives (e.g., fire safety, housekeeping, working at height).
• Promote a positive safety culture and encourage workforce participation and engagement in HSE activities.
• Support emergency preparedness by assisting with emergency drills, maintaining emergency response plans, and ensuring readiness of firefighting equipment, first-aid kits, and emergency exits.
• Liaise with subcontractors, site supervisors, engineers, and management on HSE matters and site safety concerns.
• Participate in site coordination meetings and present HSE updates, observations, and action status.

Requirements:

• Bachelor’s degree in Engineering, Environmental Science, Occupational Health & Safety, Architecture or related field.
• Minimum 4-5 years of experience in HSE roles (construction or fit-out projects are an advantage).
• Certifications (First Aid / Fire Safety and etc.)
• Proficiency in Microsoft Office (Word, Excel, PowerPoint).
• Strong understanding of Azerbaijan’s local HSE legislation and regulatory requirements.
• Ability to collaborate with cross-functional teams and influence positive change.
• Fluency in Azerbaijani and good command of English is required.
