Инженер QHSE (качество, здоровье, безопасность и окружающая среда)

Key responsibilities

• Strategy: develop, implement and drive company-wide QHSE strategy, policies, procedures and annual plans.
• Management system: build, certify and maintain an Integrated Management System (IMS) based on ISO 9001 (Quality), ISO 45001 (Occupational Health & Safety) and ISO 14001 (Environment).
• Quality management: oversee process quality control, non-conformance management, corrective and preventive actions (CAPA), and monitoring of customer satisfaction and complaints.
• Audits: plan and conduct internal and external (certification) audits, track findings and organise management reviews.
• Risk management: establish and oversee risk assessment, job safety analysis (JSA) and permit-to-work systems for high-risk activities — work at height, elevator shaft/pit work and electrical work.
• Incident investigation: investigate incidents and near-misses, perform root cause analysis and ensure corrective actions are implemented.
• Team leadership: lead, coach, evaluate and develop QHSE specialist(s) and relevant staff.
• Training culture: organise QHSE training programmes, induction briefings and daily safety briefings (toolbox talks).
• Subcontractors: assess and monitor subcontractor compliance with QHSE requirements.
• Compliance: ensure compliance with corporate standards, EN 81-20 / EN 81-50 elevator safety standards and local legislation (Labour Code, occupational safety norms).
• Reporting: define and track QHSE KPIs, prepare reports and present regularly to management.

Requirements

• Education: higher education (engineering, quality/occupational safety, industrial safety, environmental or a related field).
• Experience: minimum 3 years of experience in QHSE / HSE
• Management systems: in-depth knowledge and practical experience with ISO 9001, ISO 45001 and ISO 14001, including integrated management systems (IMS).
• Professional skills: strong practical skills in risk assessment, incident investigation, auditing and QHSE documentation.
• Leadership: team management and leadership skills; experience of cross-functional collaboration.
• Languages: fluent Azerbaijani; at least upper-intermediate English (for working with international standards and technical documentation). Russian is an advantage.
• Other: good command of MS Office (Word, Excel, PowerPoint); category B driving licence and readiness for site visits.

Considered an advantage

• NEBOSH Diploma / IOSH certification.
• ISO 9001 / ISO 45001 / ISO 14001 Lead Auditor certification.
• Experience in the elevator, escalator or vertical transportation sector.
• Experience in international projects.
