Position Overview

• Senior Commercial Specialist is responsible for managing all commercial and contractual aspects of assigned construction projects. This role ensures profitability, cost control, risk management, and compliance with contractual obligations while supporting project teams in achieving financial and operational objectives.

Core Responsibilities:

• Review project scope, drawings, specifications, and contractual requirements to ensure commercial alignment.
• Prepare RFPs and coordinate the subcontractor tendering process.
• Participate in tender, pre-bid, and clarification meetings with relevant stakeholders.
• Develop project budgets and Cost Breakdown Structures (CBS), and monitor cost performance.
• Identify and implement cost-saving opportunities while maintaining project quality and timelines.
• Manage cash requests and ensure accurate and timely cost reporting.
• Prepare, review, and negotiate subcontract agreements, purchase orders, amendments, and variation orders.
• Manage interim payment certificates, progress reports, claims, and final accounts.
• Maintain accurate and well-organized commercial documentation and records.
• Review purchase requests and coordinate with Procurement to ensure compliance, efficiency, and cost control.
• Coordinate with Construction, Planning, Design, Procurement, Finance, Logistics, and Warehouse teams to support project delivery.
• Monitor subcontractor schedules, manpower, resources, and overall commercial performance.
• Address subcontractor delays, resource shortages, and contractual issues in coordination with relevant project teams.
• Ensure contractual obligations are properly managed and support timely resolution of commercial and subcontractor-related issues.

Requirements:

• Bachelor’s or higher degree in Business Administration, Commercial, Architecture, Engineering, or related fields.
• Minimum 7 years of proven experience in Contracts, Cost Control, and Commercial Operations, preferably in construction or project-based environments.
• Strong attention to detail and accuracy, with good problem-solving.
• Effective communication, and organizational abilities.
• Ability to manage multiple tasks under tight deadlines and prioritize effectively.
• Strong analytical and cost control abilities.
• Proficiency in Microsoft Office (Word, Excel, PowerPoint, Outlook).and Ability to read drawings and layouts is required with basic knowledge of AutoCAD functions.
• Fluency in Azerbaijani and good command of English is required.
