HSE Officer reports to Vessel HSE Coordinator and is the person assigned to ensure that all activities at site are carried out in a safe manner and in accordance with the approved HSE procedures, plans and practices.
His responsibilities include, but are not limited to, the following:
Act as a Site Permit Controller, in particular:
Correctly record all permits / certificates in the Permit to Work Register;
Ensure that suitable and sufficient Risk Assessments and Job Safety Analysis have been carried out for the jobs to be performed and that the workforce is aware of the contents;
Verify that PTW Applicants have ensured that all precautions specified in the PTW and associated documents have been implemented on the work site before work commences;
Ensure the Permit Applicant and the workforce undertaking job have required trainings to perform the activity;
Carry out regular verification of the PTW System implementation, as per “PTW Verification Checklist”;
Advise Vessel HSE Coordinator and Site Manager of any HSE concerns and non–conformance with procedures, plans, etc.;
Regularly attend Toolbox Talks (TBT), Safety Stand Downs (SSD);
Deliver HSE induction and training;
Conduct the Site Risk Assessments;
Promote HSE awareness amongst site personnel;
Verification of HSE trainings availability of vessel assigned personnel and support with training arrangements as necessary;
Monitor and facilitate the application of HSE Management System ensuring that all processes are implemented on site as per procedures;
Participate in regular HSE / Welfare / progress meetings at site and ensure that agreed actions are duly and timely implemented.;
Monitor Subcontractors’ HSE performance;
Inform Vessel HSE Coordinator of needs for improvements in procedures, training, instruction, information materials and/or equipment, etc.;
Fill in logbooks, as per HSE procedures (e.g. PTW logbook, Energy Isolation logbook, Safety Harness logbook, Ladders logbook, etc.);
Participate in audits as required;
Carry out regular (e.g. daily / weekly / monthly / etc.) inspections alone or in conjunction with site management representatives, in order to measure the degree of compliance with legislation, regulations, procedures and instructions;
Assist in getting outstanding actions with personnel at site to be completed;
Liaise with Vessel HSE Coordinator with regard to Health, Safety, Environmental issues;
Spread HSE rules / standards / procedures / bulletins on site;
Prepare and administer HSE Key Performance Indicators for the operational activities;
Participate in Incident Investigation and Reporting process;
As a part of coaching program perform duties of Vessel HSE Coordinator;
Attend daily progress meetings with Client and Site Management as a part of coaching program;
Fully adhere, at all times and irrespective of the work place, to Company Health, Safety, Environmental and Quality (HSEQ) policies, procedures and requirements;
Perform other related duties as assigned by Superior.
