Job Purpose

  • The Senior Commercial Specialist will be responsible for managing the commercial and contractual aspects of construction projects throughout the entire project lifecycle. The role includes reviewing Bills of Quantities (BOQs), preparing tender documentation, conducting tender evaluations, managing procurement processes, administering subcontract agreements, reviewing Interim Payment Certificates (IPC), preparing final accounts, managing variations, and ensuring effective commercial control of construction projects.

Key Responsibilities

Tender & Procurement

  • Review Bills of Quantities (BOQs), drawings, specifications, and tender documentation.
  • Identify omissions, inconsistencies, and commercial risks within project documentation.
  • Prepare tender packages for subcontractors and suppliers.
  • Manage subcontractor and supplier tendering processes.
  • Obtain, evaluate, and compare commercial proposals.
  • Prepare Tender Evaluation Reports and Commercial Comparison Sheets.
  • Participate in subcontractor and supplier selection based on technical and commercial evaluations.

Contract Administration

  • Prepare subcontract agreements in accordance with company procedures.
  • Review contractual terms and conditions before execution.
  • Administer subcontract agreements throughout the project lifecycle.
  • Review and manage contract amendments, variations, and contractual correspondence.
  • Ensure proper commercial documentation and contract records are maintained.

Cost Control & Commercial Management

  • Review Interim Payment Certificates (IPC / Form-2) submitted by subcontractors.
  • Verify executed quantities against approved BOQs and contract conditions.
  • Coordinate with Project Managers, Site Engineers, Quantity Surveyors, and Consultants during payment certification.
  • Review variation orders and additional work claims.
  • Monitor subcontract commitments and project expenditures.
  • Support project budgeting, forecasting, and commercial reporting.

Final Account & Project Close-out

  • Prepare and negotiate Final Accounts.
  • Review claims and contractual entitlements.
  • Ensure all subcontract commercial matters are finalized before project completion.
  • Participate in commercial close-out of projects.

Requirements

  • Bachelor's Degree in Civil Engineering, Construction Management, Quantity Surveying, or a related discipline.
  • Minimum 3-5 years of relevant experience in commercial management within construction projects.
  • Proven experience in BOQ review, tendering, procurement, subcontract administration, IPC certification, variation management, and final accounts.
  • Strong understanding of construction contracts, quantity surveying principles, and commercial management.
  • Ability to independently manage commercial processes from tender stage through project completion.
  • Strong analytical, negotiation, and problem-solving skills.
  • Excellent communication and reporting abilities.

Preferred Experience

Preference will be given to candidates who have:

  • Experience working with large construction companies (Main Contractors / EPC Contractors).
  • Experience delivering government-funded or public sector construction projects.
  • Experience on large-scale building and infrastructure projects.
  • Experience working with Consultants, Employers, and Government Authorities.

Technical Skills

  • Advanced knowledge of Microsoft Excel, including formulas, Pivot Tables, lookup functions, conditional formatting, data analysis, and commercial reporting.
  • Excellent command of Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
  • Experience using COINS ERP is highly preferred.
  • Experience with ERP systems for commercial and contract management will be considered an advantage.
  • Basic knowledge of AutoCAD for reviewing drawings.
  • Familiarity with Microsoft Project is an advantage.
