We are looking for an experienced Procurement Manager to lead procurement, contracts, supply chain, logistics and vendor management activities supporting operations and projects.

Key Responsibilities

Lead procurement, contracting, and supply chain activities.
Manage tendering, bid evaluation, commercial negotiations and contract awards.
Develop sourcing strategies and identify cost-saving opportunities.
Manage supplier selection, prequalification and performance.
Oversee logistics, expediting, materials and inventory activities.
Ensure compliance with procurement policies and contractual requirements.
Lead and develop the PSCM team and monitor key performance indicators.
Work closely with Operations, Engineering, Projects and Finance teams.

Requirements

Bachelor’s degree in Engineering, Supply Chain, Business, Finance, Economics or related field.
8+ years of relevant PSCM experience, including managerial/team leadership experience.
Strong background in oil & gas, energy, O&M, engineering, or industrial services.
Strong knowledge of procurement, contracts, tendering, and supplier management.
Proven commercial negotiation and cost optimization experience.
Experience with local and international suppliers.
Strong communication, leadership, and stakeholder management skills.
Fluent Azerbaijani and English; Russian is an advantage.
ERP/SAP experience is an advantage.
