Environment, Health & Safety (EHS) Manager

Location: Baku, Azerbaijan | Full-time | On-site

Role Description

Franklin Offshore is seeking an experienced and proactive Environment, Health & Safety (EHS) Manager to lead and continuously improve the company’s EHS management system across our offshore, marine, yard, workshop, warehouse, and office operations.

The EHS Manager will be responsible for ensuring that all company activities are performed in accordance with Azerbaijan legislation, Franklin Offshore policies and procedures, ISO management system requirements, client requirements, and internationally recognized EHS standards.

This is a hands-on operational role requiring close cooperation with project teams, engineering, operations, procurement, management, clients, subcontractors, and external authorities.

Key Responsibilities

• Manage, implement, and continuously improve Franklin Offshore’s EHS Management System, including compliance with ISO 45001, ISO 14001, company procedures, and applicable regulatory requirements.
• Ensure compliance with Azerbaijan EHS legislation, client requirements, contractual obligations, and applicable offshore/marine industry standards.
• Develop, review, maintain, and control all required EHS documentation, procedures, policies, registers, forms, checklists, and records.
• Prepare and review Risk Assessments, Job Safety Analyses (JSA/JHA), Method Statements, COSHH assessments, Permit-to-Work documentation, emergency response plans, lifting-related safety documentation, and other project-specific EHS documents.
• Prepare required EHS documentation for tenders, pre-qualification questionnaires, client submissions, project mobilizations, and contractual requirements.
• Coordinate and support responses to client EHS questionnaires, audits, inspections, observations, and requests for supporting documentation.
• Plan, organize, and conduct internal EHS audits and inspections across company facilities and operational sites.
• Coordinate and support external audits, including ISO certification/surveillance audits, client audits, regulatory inspections, and third-party assessments.
• Maintain audit findings, NCRs, observations, corrective actions, preventive actions, and follow-up registers until satisfactory closure.
• Conduct regular workplace inspections and identify hazards associated with lifting operations, offshore works, marine activities, workshops, fabrication, welding, scaffolding, working at height, confined spaces, machinery, chemicals, and other industrial activities.
• Lead investigations of incidents, accidents, near misses, unsafe acts, and unsafe conditions, including root cause analysis and implementation of corrective and preventive actions.
• Prepare incident investigation reports, lessons learned, statistics, and management reports.
• Develop and deliver internal EHS training programs, inductions, toolbox talks, safety briefings, awareness sessions, and refresher training for employees.
• Identify employee competency and EHS training requirements and maintain appropriate training and certification records.
• Promote a strong safety culture and actively engage employees and operational teams in improving safe working practices and behaviours.
• Support project and operations teams during planning, mobilization, execution, and demobilization phases to ensure EHS requirements are properly addressed.
• Participate in project kick-off meetings, operational meetings, HAZID/risk assessment sessions, and client EHS meetings when required.
• Develop and maintain Emergency Response Plans and coordinate emergency drills and exercises.
• Monitor environmental aspects and impacts, including waste management, chemical handling, spill prevention, environmental protection, and pollution control.
• Monitor EHS performance through KPIs, statistics, inspections, audits, training records, incident trends, and corrective-action tracking, and provide regular reports to management.
• Manage subcontractor EHS compliance and verify that subcontractors meet Franklin Offshore and client requirements before and during execution of works.
• Maintain organized and audit-ready EHS documentation and ensure accurate document control and record retention.

Qualifications & Experience

• Degree in Occupational Health & Safety, Environmental Management, Engineering, Marine Engineering, or another relevant discipline.
• Recognized professional EHS qualifications such as NEBOSH, IOSH, or equivalent certifications are strongly preferred.
• Proven EHS experience within offshore, marine, oil & gas, ship repair, fabrication, heavy industry, construction, lifting, or industrial services.
• Strong knowledge of occupational health and safety, environmental management, hazard identification, risk assessment, and control measures.
• Practical experience with ISO 45001 and ISO 14001 management systems, including internal and external audits.
• Strong experience in incident and accident investigation, root cause analysis, and corrective/preventive action management.
• Demonstrated ability to prepare professional EHS procedures, risk assessments, audit documentation, tender documentation, client submissions, reports, and safety plans.
• Experience conducting EHS inductions, toolbox talks, internal training, and safety awareness programs.
• Familiarity with Azerbaijan EHS legislation and regulatory requirements is highly desirable.
• Good understanding of offshore/marine operational risks and safe systems of work.
• Strong leadership and communication skills with the ability to influence safe behaviour at all organizational levels.
• Ability to work effectively with clients, authorities, auditors, subcontractors, operational personnel, and senior management.
• Strong organizational skills with the ability to manage multiple projects and priorities simultaneously.
• Strong report-writing, documentation, and computer skills.
• Good command of English and Azerbaijani; Russian language skills would be an advantage.

The Ideal Candidate

The successful candidate will be a hands-on EHS professional, not limited to administrative responsibilities, who is comfortable working both in the office and directly with operational teams at yards, workshops, vessels, offshore sites, and project locations.

• The candidate should be capable of independently managing Franklin Offshore’s EHS documentation and compliance requirements, supporting complex client and tender requirements, successfully coordinating internal and external audits, and actively driving a strong safety culture throughout the organization.
