About the Role

We are looking for a highly motivated Cost Control Specialist to join our Project Controls team and support the effective management of project costs throughout the entire project lifecycle. The successful candidate will be responsible for implementing and maintaining cost control systems, monitoring project financial performance, supporting risk management activities, and ensuring projects are delivered within approved budgets while meeting corporate and client reporting requirements.

Main Responsibilities

Project Planning and Start-Up

• Implement and maintain the Project Cost Control System.
• Develop and manage the Cost Breakdown Structure (CBS) and cost coding framework.
• Prepare project budgets, cash flow forecasts, and cost reporting structures.
• Coordinate project risk identification, assessment, and management activities.
• Perform quantitative risk analysis, including Monte Carlo simulations.
• Ensure cost traceability across procurement, accounting, and project control processes.

Project Execution

• Monitor project costs, commitments, progress, earned value, and accruals.
• Identify, analyze, and report cost variances and emerging financial risks.
• Support change order and claim management processes through cost impact assessments.
• Update cost and revenue forecasts and provide recommendations for corrective actions.
• Facilitate regular risk review meetings and maintain risk registers.
• Prepare periodic cost control reports for project management and corporate stakeholders.

Project Close-Out

• Support the preparation of project close-out reports and cost feedback analyses.
• Ensure lessons learned and financial performance data are properly documented.

• Adhere to Company Health, Safety, Environmental and Quality (HSEQ) policies and procedures at all times.

Requirements

Education

• Bachelor's degree in business administration, Economics, Accounting, Finance, or a related discipline.

Experience

• Minimum 3 years of experience in Cost Control, Project Controls, Finance, or related positions within the Oil & Gas industry.

Languages

• Fluent Azerbaijani.
• Fluent English.

Technical Competencies

• Strong knowledge of project cost control methodologies and earned value management.
• Experience in project budgeting, forecasting, cost estimation, and cash flow analysis.
• Understanding of international accounting standards, particularly IAS/IFRS.
• Ability to analyze project revenues, costs, commitments, and financial performance.
• Experience supporting risk evaluation and quantitative risk analysis.
• Ability to coordinate cost control tools, systems, and reporting processes across multi-company projects.
