Purpose of Role

Drive the end-to-end development process for real estate projects within the assigned territory — from initial land search through government approvals to construction handover — ensuring each stage is executed on schedule, in compliance with local regulations, and aligned with company investment targets.

This is a hands-on, process-driven role for someone who knows how to navigate government procedures step by step and can operate confidently with authorities, regulators, and local stakeholders.

RESPONSIBILITIES:

1. Land & Site Search

  • Identify and screen potential sites within the assigned territory against investment criteria.
  • Gather and consolidate land-use planning, zoning, and title information for each candidate site.
  • Assess technical, legal, and market feasibility; flag red flags early.

2. Government & Stakeholder Engagement

  • Serve as the day-to-day point of contact across every authority and party relevant to the project cycle — land and planning authorities, municipal bodies, ministries, contractors, and local partners.
  • Map out the specific approval pathway for each project (which agency, which permit, in what order) and keep it updated as regulations shift.
  • Prepare, submit, and track all applications — planning approvals, investment policy approvals, zoning changes, bidding/auction documentation.
  • Build and maintain working relationships with the officials, departments, and stakeholders relevant to the pipeline.

3. Planning & Design Coordination

  • Coordinate with architects, planners, and contractors to finalize project planning documentation.
  • Align technical design with local zoning coefficients, building codes, and approval requirements.
  • Manage the back-and-forth with authorities during document review cycles.

4. Legal & Transaction Execution

  • Manage bidding, auction, and investment-approval processes from submission through award.
  • Coordinate contract finalization with government counterparties and other transaction parties.
  • Oversee capital settlement and contract administration during project execution, per company policy.

5. Risk Management & Reporting

  • Identify risks at each stage — regulatory, political, counterparty, timeline — and propose mitigations.
  • Report project status and issues to leadership on a regular and ad hoc basis.
  • Represent the project in internal and external meetings as required.

REQUIREMENTS:

  • Bachelor's degree or higher in Construction, Architecture, Urban Planning, or a related field.
  • 5+ years in real estate project development, with direct, hands-on experience dealing with government agencies — not just familiarity with regulations on paper.
  • Demonstrated ability to walk a project through a multi-stage approval process from start to finish — can describe specific permits/approvals secured and the sequence followed.
  • Working knowledge of land-use law, zoning, and investment/construction regulations in the relevant jurisdiction.
  • Track record managing bidding, auction, or investment-approval procedures.
  • Comfortable owning a project's regulatory pathway independently, with structured, step-by-step follow-through rather than ad hoc problem-solving.
  • Professional English proficiency.
