Assan Panel is moving forward to become a global player in the sector. Since 2010, it has achieved a record capacity utilization rate of 85%, which is uncommon in Turkey and the rest of the world, with sales capacity of 24,000,000 m2 of output.

Assan Panel also has polyurethane systems business unit under AssanChem as well as AFG Çelik Yapi company providing EPCM solutions in building envelope, roof top solar plants, cold rooms and construction of industrial buildings.

We are looking for a Human Resources Executive for our facility based in Azerbaijan, Assan STP.

Key Responsibilities

• Manage the full employee lifecycle, including recruitment, onboarding, internal transfers and offboarding processes
• Ensure compliance with Azerbaijan labour legislation and HR regulations
• Manage payroll operations, salary calculations, benefits administration, leave management and employee records
• Oversee HR processes through relevant government platforms and maintain relationships with public authorities
• Coordinate work permit and temporary residence permit processes for foreign employees and ensure full legal compliance
• Lead performance management, training & development, employee engagement, reward and disciplinary processes
• Develop and continuously improve HR policies, procedures and internal regulations
• Manage administrative affairs, office operations, travel arrangements and vendor relationships
• Prepare HR metrics, payroll reports and management reports
• Work closely with Türkiye-based teams to ensure alignment across HR practices and processes

Qualifications

• Bachelor's degree in Human Resources, Business Administration or a related field
• Minimum 7 years of Human Resources experience, including managerial responsibilities
• Proven experience in payroll management and HR operations
• Strong knowledge of Azerbaijan labour law, employment regulations and government HR platforms
• Experience managing work permit and residence permit processes for foreign employees
• Experience with SAP or similar HR/ERP systems
• Strong leadership, communication, stakeholder management and problem-solving skills
• Good command of English and Russian
• Proficiency in MS Office
