О роли
- Actively participate in the implementation of the Organizational Development strategy defined by the Division and coordinate related initiatives and processes across the Holding.
- Conduct organizational maturity assessments and apply organizational diagnostics methodologies for AZCON and its affiliated entities.
- Prepare preliminary analyses of organizational diagnostics results and present findings in report format.
- Contribute to functional excellence initiatives by developing and improving methodologies, procedures, standards, regulations, and other organizational development documentation.
- Review methodological documents submitted by affiliated entities (e.g., organizational structure proposals, HR procedures, governance documents) and provide professional methodological opinions and recommendations.
- Develop proposals for updating internal regulations, organizational development frameworks, and HR governance standards.
- Support the design and continuous improvement of the Performance Management methodology, including goal setting, performance indicators, competency-based evaluation criteria, calibration approaches, and assessment processes.
- Provide methodological guidance and consultation to affiliated entities throughout all stages of the annual performance management cycle, including goal setting, mid-year review, final evaluation, and performance feedback processes.
- Participate in the development and enhancement of reward management methodologies, including grading, job evaluation, incentive and recognition frameworks, and other rewarding-related procedures and guidelines.
- Contribute to organizational structuring initiatives, including organizational design, role architecture, reporting line optimization, span of control analysis, and structural efficiency assessments.
- Participate in workforce planning activities, including workforce forecasting, headcount planning, position analysis, workforce optimization, and capacity planning initiatives across the Holding and its affiliated entities.
- Prepare technical and business requirements for the digitalization of organizational development and HR planning processes, including system requirements and process automation initiatives.
- Analyze organizational and workforce-related data and prepare regular analytical reports, dashboards, and presentations for the Division management.
- Maintain close cooperation with all AZCON entities on organizational development, performance management, rewarding, workforce planning, and organizational structuring matters, ensuring continuous methodological support.
- Ensure timely and accurate responses to requests received from affiliated entities and provide professional support related to organizational development and planning matters.
- Ensure that all activities are performed in strict compliance with the AZCON Charter, internal policies, procedures, and other applicable regulatory requirements.
- Fully comply with all internal normative and governance documents of the Holding.
- Perform other strategic, analytical, and organizational development assignments entrusted by the direct manager.
- Bachelor’s degree in Human Resources, Business Administration, Public Administration, Management, Organizational Development, Economics, or a related field.
- A Master’s degree in a relevant discipline is considered an advantage.
- Minimum 5 years of relevant professional experience in organizational development, workforce planning, organizational design, reward management, performance management, HR planning, or organizational analysis.
- Proven experience in functional excellence projects, including the development of methodologies, procedures, policies, standards, and business process improvement initiatives.
- Practical experience in organizational structuring, workforce planning, grading/job evaluation, rewarding frameworks, or HR transformation projects is highly desirable.
- Experience working with large-scale organizations, holdings, public sector entities, or multi-entity corporate environments will be considered an advantage.
- Strong knowledge of modern Human Capital Management and Organizational Development methodologies.
- Solid understanding of functional excellence principles, including process standardization, methodology development, continuous improvement, and governance frameworks.
- Knowledge of organizational design, workforce planning methodologies, headcount management, job architecture, and reward management principles.
- Strong analytical and problem-solving skills with the ability to interpret organizational and workforce data effectively.
- Proficiency in MS Excel, Power BI, and other analytical and reporting tools.
- Familiarity with Azerbaijan Labor Code, relevant employment regulations, and corporate HR policies and procedures.
- Excellent written communication skills with the ability to prepare professional reports, methodologies, procedures, and presentations.
